Budget cuts or policy?

Interesting article from Sweder van Wijnbergen in the NRC last saturday: "In de grabbelton van bezuinigingen ontbreekt ieder plan."  He notices the arbitrary nature of the budget cuts, they're not seen as a way to solve problems, but only as a way to cut 30 billion.
